International Cooperation

Successful international cooperation is significant prerequisite for the development of the tourism sector, because it provides:

  • Recognition of the Republic of Latvia in the international tourism environment;
  • Exchange of information and experience;
  • Investments.

The Republic of Latvia has signed several bilateral agreements on cooperation in the tourism sector.

Bilateral Agreements Signed by the Republic of Latvia since 4 May, 1990:



The Baltic States

On 26 June, 2002 a trilateral agreement among the Government of the Republic of Latvia, the Government of the Republic of Estonia and the Government of the Republic of Lithuania on cooperation in the field of tourism (hereinafter – the Agreement) was signed.

The main goals determined in the Agreement are:

  • To enable the tourist flows between the Baltic States;
  • To contribute to the cooperation between the National Tourism administrations and organizations, legal entities and private persons;
  • To contribute to the development of education and practice in the field of tourism;
  • To create common marketing activities and publications to promote the Baltic States as a tourism destination.

To ensure the implementation of this Agreement, the Parties established a Joint Tourism Committee consisting of tourism officials from the Baltic States. The aim of the Committee is to implement joint proposals, programmes and resolutions linked to the development of trilateral co-operation in the field of tourism.


The Baltic Sea Region

The European Commission adopted a Communication on the European Union Strategy for the Baltic Sea Region (hereinafter – the Strategy) on 10 June 2009. This is the first time that a comprehensive Strategy, covering several Community policies, is targeted on a "macro-region".

The Strategy aims at coordinating action by Member States, regions, the EU, pan-Baltic organizations, financing institutions and non-governmental bodies to promote a more balanced development of the Region. The four cornerstones of the Strategy are to make this part of Europe more:

  1. Environmentally sustainable (e.g. reducing pollution in the sea);
  2. Prosperous (e.g. promoting innovation in small and medium enterprises);
  3. Accessible and attractive (e.g. better transport links);
  4. Safe and secure (e.g. improving accident response).

The policy makers of the Strategy have realized the significance that tourism has in maintaining and reinforcing the attractiveness of the Baltic Sea Region. Mecklenburg-Vorpommern has been named as priority area coordinator for the tourism field. The Ministry of Economics has been appointed as the coordinator for tourism issues in Latvia.

The European Union

There are several institutions dealing with the development of tourism industry within the European Union (EU) and the world:

Tourism Unit (European Commission)

The Commission’s Tourism Unit aims to further develop dialogue and partnership with industry stakeholders for the benefit of the sector, and promote a wider understanding of the role tourism plays in European life. The main actions aim to:

  • Promote the competitiveness and sustainability of European tourism;
  • Improve the regulatory environment for tourism;
  • Enhance the understanding and visibility of tourism;
  • Support the promotion of European destinations.

Committee on Transport and Tourism (European Parliament) 


The Committee unites the representatives of the European Economic Zone with an aim to ensure regular exchange of information, as well as more effective cooperation within the frame of EU institutions.


European Travel Commission


The Commission is a non-profit making organisation with its headquarters in Brussels. Its members are the 39 National Tourism Organisations of Europe, whose role is to market and promote tourism to Europe in general, and to their individual countries in particular. The National Tourism Organisations of 33 countries who are members of ETC contribute to its activities and funding. The basic activities are:

  • Public relations;
  • Consumer advertising;
  • Trade promotion.

Latvia is represented by the Latvian Tourism Development Agency.
